Prior to the start of his tenure with SAMCo in 2004, Vic organized and managed the San Antonio, Inc. economic development partnership consisting of more than 70 public and private sector entities working on common economic strategies for San Antonio’s future. Vic has also served as either the executive director or as a government relations liaison for the Greater Dallas (TX), Brownsville (TX), Ann Arbor (MI), Mount Pleasant (MI), Tawas City/East Tawas (MI), and Janesville (WI) chambers of commerce – with primary focus on transportation, infrastructure, and economic development issues. Vic holds an MPA from the University of North Texas in Public Administration, and a BA from Midwestern State University in Political Science and Economics.

She served as an Officer on the Board of Directors for Women’s Transportation Seminar-San Antonio Region (WTS-SAR) from 2010-2016, continuing as a committee co-chair through 2018, was honored as WTS-SAR Member of the Year in 2013 and WTS-SAR Woman of the Year in 2020.  She served on the Union Pacific Community Advisory Panel from 2010-2012.

Leslie earned her Bachelor of Business Administration in Marketing with a focus on International Studies from Texas Christian University.

Her journey, spanning from the San Antonio Hispanic Chamber of Commerce to various corners of the country, has honed her event planning and sales skills, preparing her perfectly for this pivotal role. Passionate about her city and driven by a desire to make a difference, Sandrine is ready to contribute to SAMCo’s vision of a more accessible and vibrant San Antonio.
