Victor M. Boyer

President & CEO

Victor Boyer brings forty years senior level experience in chamber of commerce, economic development, and government relations work to SAMCo. He served two years as TAoT Board Chair and presently serves on the Board of Directors for the Transportation Advocates of Texas, Inc. (TAoT) a statewide transportation funding advocacy group.

    Prior to the start of his tenure with SAMCo in 2004, Vic organized and managed the San Antonio, Inc. economic development partnership consisting of more than 70 public and private sector entities working on common economic strategies for San Antonio’s future. Vic has also served as either the executive director or as a government relations liaison for the Greater Dallas (TX), Brownsville (TX), Ann Arbor (MI), Mount Pleasant (MI), Tawas City/East Tawas (MI), and Janesville (WI) chambers of commerce – with primary focus on transportation, infrastructure, and economic development issues. Vic holds an MPA from the University of North Texas in Public Administration, and a BA from Midwestern State University in Political Science and Economics.

Leslie Terrey Harlan

 Meet Leslie Harlan, a dedicated member of the SAMCo staff since 2010. With roots in San Antonio and extensive experience in Dallas, she embodies the values of hard work, collaboration, and professionalism.

    She served as an Officer on the Board of Directors for Women’s Transportation Seminar-San Antonio Region (WTS-SAR) from 2010-2016, continuing as a committee co-chair through 2018, was honored as WTS-SAR Member of the Year in 2013 and WTS-SAR Woman of the Year in 2020.  She served on the Union Pacific Community Advisory Panel from 2010-2012.


    Leslie earned her Bachelor of Business Administration in Marketing with a focus on International Studies from Texas Christian University.

Sandrine McCurdy

Senior Executive Assistant

Sandrine McCurdy, a native San Antonian with  decades of experience recently joined San Antonio Mobility Coalition as their Senior Executive Assistant.
